My family has lived in the Milligan community for over 70 years and it will always be home. (Some people call Milligan Pine Crest.)

For our purposes, the borders of Milligan will be from the 4-way stop where Legion Street ends to the end of the Milligan Highway where it meets SR 67. Milligan Highway is approximately 3 miles long.

Milligan is based around Milligan College, a small liberal arts college with a beautiful campus.

This is Hopwood Memorial Christian Church and it is nestled into the Milligan campus near the banks of Buffalo Creek. Founded in 1834, it is named after an early and influential Milligan College president, Dr. Josephus Hopwood.

Milligan is home to Buffalo Creek, which is visible from Milligan College to Warrior Hill/Happy Valley High School.

Milligan Highway has 2 convenience stores and a Dollar General where residents can pick up essentials, with multiple grocery stores located nearby in south Johnson City or Elizabethton. Milligan is served by the West Carter County Fire Station. Also on Milligan are three small "Mom and Pop" restaurants, no fast food here. Milligan Highway was recently paved and is in good condition. Most people drive but there are occasional bikers or walkers, (no sidewalks) especially around Milligan College campus and the stores. There are 3 sizeable apartment complexes on Milligan and many single-family homes. Swadley Road is adjacent to Milligan Highway and has 4 low-income housing projects. Most homes are older but in good repair. (My house was purchased by my grandparents and is 70 years old.)
